The best walkable stops near the cruise terminal are the breakwater, the Dallas Road waterfront path, Beacon Hill Park and the cafes of James Bay. All are close enough to do without a car.
A flat path of roughly 800 m runs out along the breakwater toward the lighthouse. It is the easiest first walk from the ship, and the views back toward the Olympic Mountains and the harbour are worth the trip in clear weather.
A paved path follows the shoreline east from Ogden Point, with grassy bluffs on one side and the Strait of Juan de Fuca on the other. It is popular with walkers, dogs and kite flyers, and it leads you straight toward Beacon Hill Park.
Victoria's big downtown park has gardens, ponds, lawns and sea views. Look for the Mile 0 marker for the Trans-Canada Highway at the corner of Douglas Street and Dallas Road.
The neighbourhood between the terminal and the Inner Harbour has local cafes, bakeries and small shops with fewer crowds than downtown. It is a good place for a coffee or a casual lunch.
The childhood home of painter and writer Emily Carr is in James Bay, on Government Street. It is a small, focused visit for anyone curious about one of Canada's best-known artists. Check opening days before you plan around it.

Yes. It is about 3 km to the Inner Harbour, which takes 35 to 45 minutes on foot. Many visitors walk one way and take a taxi back.
The Ogden Point breakwater and the Dallas Road waterfront path start right at the terminal, and the edge of Beacon Hill Park is a short walk along the shoreline.
The breakwater and waterfront path are mostly flat and paved, which suits many walkers and mobility aids. Check conditions on the day, especially in wind and rain.
