Yes, six hours is enough for the best of Victoria. Walk or taxi from Ogden Point to the Inner Harbour, spend your time downtown and on the waterfront, and head back with at least an hour to spare.

Hours 1 to 5 are sightseeing. Hour 6 is your buffer to get back and on board.
Start with the Ogden Point breakwater, a flat walk of roughly 800 m out toward the lighthouse, with harbour and mountain views. Then follow the shoreline toward Beacon Hill Park, where the Mile 0 marker for the Trans-Canada Highway stands at the corner of Douglas Street and Dallas Road.
Short on energy? Take a taxi straight to the Inner Harbour and save the walk for the return.
This is the postcard view: the Fairmont Empress, the BC Parliament Buildings across the water, and the causeway lined with street performers in season. Spend the hour photographing, wandering, and deciding what deserves the rest of your day.
Skip the restaurants facing the harbour if you want a better meal for your money, and walk two or three blocks into downtown. Bastion Square and the streets around Government Street have plenty of cafes and pubs within a few minutes of the water.
If you want afternoon tea at the Empress, book well before your trip and allow more than an hour.
A short walk north of Government Street is Victoria's Chinatown, among the oldest in Canada, with the ornate Gate of Harmonious Interest at its entrance. Fan Tan Alley is one of the narrowest streets in the country and full of tiny independent shops.
Start back toward Ogden Point at least an hour before your all-aboard time. Taxis queue near the Inner Harbour, but they get busy when several ships leave the same day.
Rule of thumb: if you are not heading back an hour before all-aboard, you are cutting it too close.
A guided or self-guided tour covers more ground than walking, and it takes the transport planning off your plate.

About 3 km. Allow 35 to 45 minutes on foot along the waterfront, or roughly 10 minutes by taxi.
Yes, for the highlights: the Inner Harbour, the Parliament Buildings, downtown and Chinatown, and a waterfront walk. Pick two or three priorities rather than trying to see everything.
Your cruise line sets an all-aboard time, usually before the ship's departure. Check your daily schedule and plan to be at the terminal well ahead of it.
